Después de una década poco menos que prodigiosa para la educación, los indicadores de desarrollo educativo se estancan o retroceden en casi todas las regiones del mundo.
El informe de seguimiento de la Educación para todos (EPT) que acaba de publicar la Unesco contiene tres malas noticias. Primero: el progreso en educación en el mundo en desarrollo, que había sido más que aceptable entre 2000 y 2009, se ha estancado en estos últimos años. Segundo: a pesar de la aplastante evidencia de que la desigualdad de acceso y de resultados en educación secundaria es la principal causa del déficit de competencias de los jóvenes, los sistemas educativos de secundaria parecen seguir estando diseñados más para excluir que para incluir. Y tercero: los países ricos están reduciendo la ayuda al desarrollo en educación de un modo tan drástico que los países receptores de ayuda se van a ver forzados a buscar otros donantes y a reinventar la financiación de sus sistemas educativos.
La primera de las tres malas noticias produce especial tristeza. Después de una década poco menos que prodigiosa para la educación, los indicadores de desarrollo educativo se estancan o retroceden en casi todas las regiones del mundo. Vamos a tener que asumir el fracaso colectivo de que no se cumpla el objetivo de la escolarización primaria universal para 2015 a pesar de que estamos tan solo a 16.000 millones de dólares (12.355 millones de euros) de conseguirlo (la mitad de lo que va a costar el rescate de Bankia, por hacer una comparación odiosa). Además, y justamente gracias al éxito de la pasada década, el gran desafío educativo de nuestro siglo es ahora la educación secundaria, que se presenta todavía como un cuello de botella infranqueable para las aspiraciones de muchos adolescentes y jóvenes, y que exige tanto un cambio de mentalidad como un nuevo compromiso de financiación.
Resulta casi obligado indignarse de que a comienzos del siglo XXI sigamos teniendo en el mundo 61 millones de niños y niñas sin acceso a la escuela primaria, o que centenares de millones de jóvenes salgan del sistema educativo sin haber adquirido las competencias más básicas. Cabe imaginar, por ejemplo, qué pasaría en España si una tercera parte de la población no tuviera acceso a los servicios de atención primaria de salud. Pues bien, a eso podría equivaler el que una tercera parte de nuestros jóvenes salga de la educación obligatoria sin esas competencias básicas. Por desgracia, los efectos de ese fracaso solo se hacen visibles política y económicamente a medio y largo plazo. Y estos parecen ser tiempos miopes, donde solo el corto plazo importa.
